- Frances called to order at 6:08 pm
- Rachel noted that the WHRC meeting scheduled for December 2025 fell through, therefore the committee was not currently in good standing

- Elections
- Rachel explained that all positions were up for election; she read over the Terms of Reference and the roles and responsibilities of the positions; she encouraged attendees to run for positions for a great learning opportunity.
- Debbie announced she was not running for a position as she was going to be retiring.
- Chair – Frances Bitney was nominated by Craig Adolphe, and seconded by Mandy. No other members were nominated upon 2nd and 3rd call. Frances accepted the nomination as President. Acclaimed.
- Vice Chair – Mandy Peadson was nominated by Craig Adolphe, and seconded by Frances Bitney. No other members were nominated upon 2nd and 3rd call. Mandy accepted the nomination of Vice Chair. Acclaimed.
- Secretary – Erin Glover was nominated by Debbie Leaman, and seconded by Frances Bitney. No other members were nominated upon 2nd and 3rd call. Erin accepted the nomination of Secretary. Acclaimed.
- Treasurer – Dallas Connolly was nominated by Craig Adolphe, and seconded by Erin Glover. No other members were nominated upon 2nd or 3rd call. Dallas accepted the nomination of Treasurer. Acclaimed.
- Rachel presented the Oath of Office to the newly elected committee members.
- Financial Report 2025
- Presented by Frances Bitney on behalf of Randy (Treasurer) who stepped down. Not much to present. We only had one event – Pride Parade. Pre-paid for spot in parade; only paid for candy.

- Approve a budget for Winnipeg Pride
- Since we aren’t in conformance at time of request, we cannot get funds.
- Frances advised her Local 50040 will pay for a float.
- Opening account balance was $90. Pride Parade registration was $30. Closing account balance as of Dec 31, 2025 was $126.
- Erin Glover motioned to accept the budget, Rita Thompson seconded, all voted to pass the budget.
- Discuss possible upcoming events
- Frances shared that the Trans Parade is the day before the Pride Parade
- Erin spoke about digital posters for Pride; Tracy offered to help; it was mentioned that those who cannot attend the Pride Parade because of the PSAC Prairie Convention in Calgary, may send them a picture for social media.
- Victoria spoke about the Young Workers Committee having a tie-dye t-shirt event sometime in late May in the evening; members will be invited to participate.
- Craig mentioned that Red Dress walk at The Forks is May 5th at 5:30
- Dallas shared that the Trans Parade is on Saturday, Jun 5th but wasn’t sure what time it started. There’s a Pride Parade in Winkler on Jun 13th at noon – first one ever in that community.
- Women’s committee will have a PSAC flag for the Red Dress Walk on May 5th.
- Round table/ new business
- Next meeting will be virtual on Jun 24, 2026.
- Frances called for a motion to remove past signing authorities to the WHRC bank account (Erin Johnston-Weiss and Randy Way), and to add new executives, Amanda Peadson, Erin Glover, and Dallas Connolly. Craig Adolphe motioned, Rita Thompson seconded, motion was passed by all.
- Frances and Debbie will be attending the PSAC National Equity Conference in Winnipeg May 4-7, 2026.
- Rachel will send all new executives the roles and responsibilities
- Rachel will add new executives to the bank signatory
- Debbie will send minutes to Rachel.
