Edmonton Area Council Meeting

February 12, 2003

Meeting called to order at 5:20 p.m.

Old business arising from January 8, 2003 meeting minutes

EDLC May Day Committee - still no volunteers to represent PSAC at meetings. If you are interested please contact Barb Ward. Next Meeting for the May Day Planning is February 24, 2003, at  CUPE Local 474

office - 10989 124 Street @ 7 P.M.

CLC Medicare Campaign - Waiting for approval from Prairie Council for a funding request for training trainers, who in turn could train canvassers.

Labour appreciation night that will be held on May 24, 2003.  This will be brought forward at next EAC meeting as it is currently unknown who will be able to attend as it is the same weekend as the PSAC Prairie School - May 24, 2003.

New Business

1. G8 Kananskis Summit video - Raymonde will try to obtain a copy
    for viewing at next EAC

2. Anti War demonstration -     copy of letter addressed to the
    Manitoba , Saskatchewan and Alberta Federations of Labour   
    received from REVP- Robyn Benson, requesting that picketing not
    be done at DND sites.

3. Negotiations - Barb presented a copy of Regulation 15 and a list of
    expiration dates for collective bargaining - contract agreements

4. Prairie Regional Council Minutes from October 26, 2002 - this
    item was brought forward because of the resolution that were               brought forward and Barb felt that is could be of interest to EAC             members.

5. Embracing Change Publication - this is to increase the       
    participation of visible minority workers. For more information please
    contact Don Payne at: Payne.Don-Pedro@tbs-sct.gc.ca.

6. United Way - We received an award certificate. Executive will
    approach Regional office of the possibility of hanging the framed
    award in the boardroom. Once approved the executive will purchase
    a frame and hang the award in the PSAC regional office boardroom.

7. New Component Local - Western Diversification held their first
    AGM and they are part of the National Component

8. SSO Rally - All local are invited to attend rally being held on
    February 24,  from 11 - 1 p.m. at 10909 Jasper Ave.   Barb Ward to
    check with treasurer on the possibility of covering loss of salary for a
    few members  if they are regular attendees at the EAC meetings
    and are unable to receive loss of salary from their locals. Please
    contact in advance of attending.

9. AFL Workshop - March 21.  The theme this year is Building Bridges
    & Sharing Struggles.  Eradication of Racism. AFL is having a
    workshop on the Enoch reserve. For more information please   
    contact Ramon Antipan  483-3021.

10. AFL Convention - Locals affiliated to AFL - PSAC National pays
      the affiliation dues, but locals must cover convention costs for
      delegates.  Convention will be held  April 30 - May 4, in Calgary . No
      representative of EAC will be attending as must be thru locals.

11. Medicare Campaign - Barb distributed a leaflet "Medicare It's
      time to make it better", which is a copy of what is used by
      canvassers.

12. PSAC Prairie School -  will be held May 21 - 25, in Calgary at
       SAIT.  Will be open to local members in the Prairies. A call-out
       should be sent to all the locals shortly.

13. Bylaw Committee -  did meet and have provided copies of the
      amendments to the by-laws. These will be posted on the EAC web
      page until next scheduled meeting where a vote will be held.

      a. Barb will add the omitted amendment before May posts the            changes on the web site.

      b. The vote will take place at the next EAC meeting

      c. May will forward e-mail,  with the url (link),  to all locals to                    inform them that the by-laws will be posted on website for review.

Reports

Education Planning - session held on January 9, 2003 - report was provided from PSAC regional office.   EAC was asked to look at the possibility of providing a session on:

                                            History of Labour
                                            Medicare Campaign
                                            Pensions

Dates will have to be planned to work on these issues.

Financial - tabled - treasurer absent

Michael also mentioned the closure of weather offices. PIPS is bringing in a person from the USA. For more information please contact Michael McCarthy at 495-7737.

NHWU - It is becoming more important for duty to accommodate re: scent free worksites.

Prairie Council - Jo took conference call - Prairie School; what is happening and the PSAC convention.

UTE - The Agency Classification Standard was being implemented by management by 2004, starting with the PM-1s. That is the equivalent of classification reform.

DND - workers leaving for Bosnia

Next EAC meeting: March 12, 2003 @5:15 p.m.
