Course Descriptions
GENERAL COURSES
AN INTRODUCTION TO COLLECTIVE BARGAINING (NEW):
This course is intended for members of the PSAC’s national bargaining units i.e. Treasury Board, CRA, CFIA, Parks Agency. This new course will prepare participants for involvement in the bargaining process by examining regional bargaining conferences – who attends them and what happens at the conferences. Participants will identify the roles and responsibilities of Member Negotiators, how to ensure the diversity of the membership is represented on bargaining teams, and how to assess the qualifications of those who run for negotiating teams. Participants will also have the opportunity to build skills in a number of areas – skills that are essential for effective negotiating teams.
BUILDING AN INCLUSIVE UNION (NEW):
This new one day course will explore ways to ensure the PSAC is accessible and welcoming to all members. Participants will develop their understanding of the barriers faced by members of equality-seeking groups and discuss the PSAC structures and policies designed to build an inclusive union. Participants will feel motivated to act as agents of change – to challenge oppression - and to be an ally for those seeking equality in the union, the workplace and the community.
DUTY TO ACCOMMODATE:
What is the Duty to Accommodate? What are the roles of employers, unions and individuals requesting accommodation? Should we wait for individual requests or are there things we should be doing that anticipate accommodation needs of workers? Is there legislation and case law we need to know about? What are some examples of measures we should be actively promoting at the workplace and within the union?
GLOBALIZATION:
The goals of the course are to educate grass-roots members on corporate globalization, to encourage individual and collective responses to globalization, and to maintain solid support and analysis around the union's work in these areas.
GRIEVANCE HANDLING: (new description)
This course will develop your knowledge and confidence in effectively solving problems at the workplace. You will learn how to systematically approach workplace issues and build your grievance handling skills, such as identifying problems, investigating concerns, and writing and presenting grievances.
HARASSMENT AWARENESS TRAINING (HAT): (new description)
This course will help you address harassment situations in the workplace. You will develop a common understanding of harassment and enhance your skills in identify harassment situations. You will explore the various harassment recourse options available to workers, and strengthen your ability to monitor or conduct harassment investigations.”
HEALTH AND SAFETY LEADERSHIP:
This course is intended for every PSAC member. Whether you are on a Health and Safety Committee or interested in coming home from work as healthy as when you arrive, this course is for you. The role of the membership, joint committee members, health and safety representatives and the local executive in accomplishing Safe Workplaces will be discussed and promoted. Together we will look at a sample of safety issues and work together on possible answers. The law, both Federal and Provincial, and avenues of recourse will be looked at. One injury is one too many, work should not hurt.
PUBLIC SERVICE MODERNIZATION ACT (PSMA):
This course will focus on legislative changes regarding grievances, staffing and collective bargaining.
TALKING UNION BASICS (TUB): (new description)
This course will introduce you to the PSAC and the fundamentals of trade union activism. You will learn about your rights in the workplace and in the union, and the role our unions play in our communities. You will also develop your understanding of the collective agreement and the grievance procedure.
ADVANCED COURSES
LOCAL OFFICERS’ CONFERENCE (LOC):
This conference brings together entire Local Executives for two days of skill development and Local planning. Local Executive Teams will learn to work more effectively by developing an understanding of their roles and responsibilities, introducing alternatives to assist with decision-making process, and strategizing and developing a Local plan of action.
ADVANCED STEWARD TRAINING: (formerly known as SATP)
This course will provide extensive skill training to local Stewards to enhance their abilities as effective union representatives. Areas of study include the role of the PSAC Steward, organizing the work area, communications, problem solving, and collective bargaining.
ALLIANCE FACILITATORS’ TRAINING PROGRAM (AFTP):
The key goal of the course is to develop participants’ abilities and confidence to facilitate union education in a variety of settings such as the workplace, Local meetings, regional union councils and committees, and Component functions. Participants will discuss the theory and practice of popular education as a tool of social change. We will explore the learning spiral, group dynamics, and the role of the facilitator in creating a positive and effective learning environment. Working with a variety of PSAC education materials, participants will have the opportunity to practice their facilitation skills in team facilitation exercises.
